Living in Vienna, VA: Neighborhoods, Church Street and Local Guide

Last updated October 11, 2026. Vienna runs on traditions. A Halloween parade has marched down Maple Avenue since 1946, the Saturday market fills the Community Center lot from May through October, and the old railroad line is now the W&OD Trail, with a red caboose parked beside it. Vienna is also in the middle of a long conversation about what it should become: bigger houses on older lots, the future of Maple Avenue and how to keep the tree canopy. Here is what longtime residents know, with sources so you can check it yourself.

Town of Vienna, or just a Vienna address?

The Town of Vienna has been an incorporated town since 1890 and covers about 4.4 square miles inside Fairfax County. A Vienna mailing address reaches well beyond it: Wolf Trap National Park for the Performing Arts, the Vienna/Fairfax-GMU Metro station and many neighborhoods toward Tysons, Dunn Loring and Oakton are governed by Fairfax County alone. Inside the town, the differences add up:

• Taxes: a Town real estate tax of $0.19 per $100 of assessed value for calendar year 2026, billed by the Town and due July 28 and December 5, on top of Fairfax County’s $1.12 per $100 (fiscal 2027). On a home assessed at $1,000,000, that is about $1,900 a year to the Town plus about $11,200 to the County, before any special levies.
• Services: Vienna Police, Town trash and recycling, and fall leaf vacuuming of leaves raked to the curb.
• Permits: the Town handles zoning, grading and tree review; Fairfax County acts as the building official.
• Recreation: Town parks and Community Center programs, plus resident-only pickleball reservations at Glyndon Park from March 1 to November 30.
• Government: Town residents elect a mayor and six council members.

A trap to avoid: a Town of Vienna water bill does not prove a home is in the town. The Town says about one-third of its roughly 5,600 water customers are outside the town limits. The chili dog question

Ask longtime residents where to take a visitor and someone will name the Vienna Inn (120 Maple Ave E). The building dates to 1925, and it has been the Vienna Inn since 1960, known for chili dogs, a casual sports-bar room and an order-at-the-counter routine. Friendly arguments about the best chili dog in Northern Virginia tend to circle back to it. Check current hours before you go.

Ramblers, split-levels and big new houses

Much of Vienna was built out in the 1950s and 1960s with ramblers, split-levels and Cape Cods. Over the past decade, many of those lots have been rebuilt with larger, multi-story homes, and the Town’s draft Comprehensive Plan names the trade-offs: fewer mature trees, more impervious surface and more runoff. The debate is about land use, trees, scale and drainage. For buyers, it means checking the lot and the neighbors, not just the house:

• Grading and drainage: a project that disturbs more than 2,500 square feet needs a Town-reviewed grading plan with erosion and sediment controls. On a new build, ask for the approved grading plan and final survey. Next to one, look at how water leaves the neighboring lot.
• Visit after a hard rain: look for ponding, soggy side yards and where downspouts and sump pumps discharge.
• Easements and survey: confirm drainage and utility easements and where the property line really runs.
• Construction next door: search the Town’s Applications and Plan Review portal. An aging house nearby may be a future build site, with months of trucks and noise.
• Scale: zoning caps lot coverage (25% in the RS-16 zone, for example) and building height, so read the rules for your zone before planning an addition.

Trees: what the 2024 code does, and what is only proposed

Vienna’s Tree Conservation Code (Chapter 17 of the Town Code) took effect July 29, 2024. When a project disturbs 2,500 square feet or more, including tearing down a house and building a new one, the site must reach a minimum tree canopy 20 years after development: 25% in the RS-16 and RS-12.5 zones, 20% in RS-10, 15% in RMU and 10% in the commercial and mixed-use districts. Healthy existing trees must be preserved first where feasible before new planting can count, and builders who fall short can pay into the Town’s tree fund. The Planning Commission’s draft Comprehensive Plan (February 25, 2026) includes a strategy to consider a heritage tree ordinance. That is a proposal in a draft plan, not law.

Maple Avenue: how the zoning got here

• Mid-2010s: the Town adopts the Maple Avenue Commercial (MAC) zone, an optional overlay that allowed buildings above the standard 35-foot limit in exchange for design standards and public benefits. Four mixed-use projects are approved from 2013 to 2018.
• 2018: after community pushback over height and density, the Town Council adopts a moratorium.
• June 2020: the Council repeals the MAC; the four approved projects stay approved.
• October 2023: a rewritten zoning code (effective January 1, 2024) raises the height limit to 42 feet in the Avenue Center district, the middle of the corridor, to make three-story mixed-use buildings practical. The east and west ends stay at 35 feet.
• February 2026: the Planning Commission’s draft Comprehensive Plan says the change has not yet produced formal development proposals.

Status as of October 11, 2026: the Comprehensive Plan update is still under Town Council review. The Town lists a Council meeting on Monday, October 26, 2026, at 7:30 p.m. to return the plan to the Planning Commission for revisions. Check active projects on the Town’s Development Activity Map. Church Street vs. Maple Avenue

Vienna has two main streets with different personalities. Church Street is the historic, walkable one: the Freeman Store and Museum (built around 1859 and run by volunteers of Historic Vienna, Inc.), the old W&OD depot and the red caboose, with small shops and restaurants in between, a block from the Town Green. Maple Avenue (Route 123) is the commercial and commuting corridor, with shopping centers, gas stations and most of the town’s through traffic between Tysons and the City of Fairfax.

Park once and walk: leave the car in the Town Green/W&OD Trail lot between Church Street NE and Maple Avenue E (open to the public anytime). Walk the trail to the caboose and the old depot, stroll Church Street past the Freeman Store, cut over to Maple Avenue for the Vienna Inn and the Town Green, and you are back at the lot. Allow about an hour with stops.

Saturday mornings: market, trail, Church Street

The Vienna Farmers Market, run by the Optimist Club of Greater Vienna, sets up Saturdays from 8 a.m. to noon in the Vienna Community Center lot (120 Cherry St SE), from the first Saturday in May through the last Saturday in October. It is producer-only, with live music each week; dogs other than service dogs are not allowed. The last 2026 market is Saturday, October 31. A Saturday route: market first, then a short walk to the W&OD Trail, past the caboose to the Town Green, and lunch on Church Street.

The W&OD and the caboose

Vienna grew up around the railroad: the line reached town in 1859, and the last Washington and Old Dominion trains ran through in 1968. The rail bed is now the W&OD Trail, a paved 45-mile NOVA Parks trail from Shirlington in Arlington to Purcellville. In town you will find the former depot, now home to a model railroad club’s layout, and a red 1948 caboose, W&OD #503, beside the trail. Caboose Tavern (520 Mill St NE), the Vienna home of Caboose Brewing, sits right off the trail. Buyer note for trail-side lots: the trail corridor is NOVA Parks land, so confirm your property line with a survey, ask before assuming a back gate or path onto the trail is allowed, and check nearby road crossings for traffic and noise.

Parks the neighbors use

• Northside Park / Maud Robinson Wildlife Preserve (Mill and Glyndon streets): about 26.6 acres of woods, a stream and walking trails next to the W&OD, with Town habitat restoration volunteer mornings.
• Glyndon Park (300 Glyndon St NE): 11 wooded acres with tennis and pickleball courts and picnic shelters; Town residents can reserve pickleball times March 1 to November 30.
• Meadow Lane Park (400 Courthouse Rd SW): 3.43 acres with a fenced playground and picnic shelters.
• Moorefield Park (700 Courthouse Rd SW): about 10 acres, home of the Vienna Dog Park, with trails into Fairfax County’s Nottoway Park next door.

Wolf Trap: a Vienna address, outside the town

Wolf Trap National Park for the Performing Arts has a Vienna address but sits outside the town limits as a national park. At the Filene Center, covered seats are reserved and the lawn is general admission, first come, first served, with a back section for lawn chairs. Bag and cooler limits, food rules in the covered area and parking directions can change, so check Wolf Trap’s policies page before each season.

Metro vs. downtown

The Orange Line’s Vienna/Fairfax-GMU station is in Fairfax County, outside the town limits, with a Fairfax mailing address (9550 Saintsbury Dr). It is about 2.6 miles by car from Maple Avenue and Center Street, roughly 7 minutes in light traffic (measured with Google Maps in October 2026). Dunn Loring-Merrifield is one stop east, and the Silver Line’s Spring Hill and Greensboro stations in Tysons are a short drive from north Vienna.

What residents debate vs. what’s behind it

Before you buy: checks by home type

• Older rambler or split-level: plan inspections around the house’s age, and look at nearby rebuilt lots and how their grading drains toward yours.
• New custom build: ask for the approved grading plan, final house location survey, tree and planting plan and certificate of occupancy.
• Near Maple Avenue: visit at rush hour and on a weekend, and check the Development Activity Map for applications nearby.
• Near Church Street, the Town Green or the W&OD: come back during an event, such as the Halloween Parade or Oktoberfest, to see crowds, closures and parking.
• Every address: confirm Town or County on the tax record, then budget with the right tax rates.
