Overview and history
Sterling grew around a crossroads village and railroad stop on what became the W&OD line. In June 1962 the Loudoun County Board of Supervisors voted 3 to 2 to approve Sterling Park, the county’s first planned community, and the first houses there were bought on Feb. 14, 1963, according to historian Eugene Scheel. Dulles Airport opened nearby in 1962, Route 28 and Sterling Boulevard followed, and later planned communities such as Sugarland Run, CountrySide (completed in 1991) and Cascades filled in the land toward the Potomac. Sterling Is Unincorporated Loudoun County: What That Means
Short answer: every Sterling home is governed by Loudoun County, but the mailing name, the association and some services change from street to street.
- Taxes: Loudoun County’s real estate tax rate is $0.805 per $100 of assessed value for tax year 2026, and the vehicle personal property rate is $3.09 per $100. There is no added town tax.
- Mailing names: Sterling-area addresses in ZIP codes 20164, 20165 and 20166 may read Sterling, Potomac Falls or Dulles. The Cascades association office uses Potomac Falls, and Dulles Town Center uses Dulles. All are in unincorporated Loudoun County.
- Trash and snow: Loudoun County does not collect household trash. Many associations contract it (CountrySide uses Republic Services, and Cascades bills trash as a limited assessment); otherwise owners hire a hauler. VDOT plows public streets, and associations plow private ones.
- Police and permits: the Loudoun County Sheriff’s Office serves Sterling, and building permits and zoning go through the county.

Sterling Communities and Neighborhoods: Which One Fits?
Sterling covers several very different planned communities. A quick summary, with a “what to know before buying here” box for each in Sterling neighborhoods compared:
- Sterling Park: the original planned community east of Route 28, approved in 1962, with Sterling Boulevard running through it and the W&OD Trail along its southern edge.
- Sugarland Run: a planned community whose declarations date to the early 1970s, according to the Sugarland Run Homeowners Association, which runs a community center at 200 Greenfield Court and a 50-meter pool.
- CountrySide: 2,539 homes completed in 1991 under CountrySide Proprietary, with three pools, 10 tot lots and the 370-acre Horsepen Run natural area.
- Cascades: about 6,500 homes on 2,500 acres along the Potomac, with five pools, five community centers and 25 tennis courts run by the Cascades Community Association.
- Lowes Island and Potomac Falls: Lowes Island is part of Cascades, home to the Lowes Island Community Center at 47620 Saulty Drive; Potomac Falls is a mailing name used on many 20165 addresses.
