Quick Answer: What Is Being Built Around Woodbridge?

Last updated October 2026

Quick answer: as of October 11, 2026, the biggest change drivers notice is the new Prince William Parkway and Minnieville Road interchange, where most left turns have been restricted and detoured since late September 2026; it is scheduled to open to traffic in winter 2028. VDOT is rebuilding the I-95 and Route 123 interchange (southbound work through late 2027, full completion late 2028). At Belmont Bay, a 348-home redevelopment was approved on June 2, 2026. The Potomac Shores VRE station is still not open. OmniRide held a public hearing on October 15, 2026 about proposed changes to two local routes; comments closed October 22 and a decision is pending. In western Prince William, the Digital Gateway rezonings were voided after a July 29, 2026 Court of Appeals order.

Prince William Parkway at Minnieville Road

Prince William County held a ceremonial groundbreaking on May 5, 2026 for this $81 million interchange. The intersection becomes a single-point urban interchange, with Prince William Parkway passing under Minnieville Road. The project is tied to the planned Quartz District, a mixed-use center on the 145-acre site in the northwest corner of the intersection.

What changed in late September 2026: beginning September 22, most left turns at the intersection were restricted, and detours began September 25. Through traffic and right turns stay open, as does the left from northbound Prince William Parkway to westbound Minnieville Road.

  • Eastbound Minnieville to northbound Parkway: turn left on Amethyst Avenue, continue to Quartz Avenue, then left onto the Parkway.
  • Westbound Minnieville to southbound Parkway: right on Elm Farm Road, left on the temporary detour road, then left onto the Parkway.
  • Southbound Parkway to eastbound Minnieville: left on the temporary detour road, continue to Elm Farm Road, then left onto Minnieville Road.

The county schedule lists substantial completion (open to traffic) in winter 2028 and final completion in spring 2028. Details and maps: PWC Works project page.

I-95 and Route 123 Interchange

VDOT is rebuilding the I-95 interchange with Route 123 (Gordon Boulevard) at Exit 160, next to Occoquan and Lake Ridge. Planned changes include replacing the northbound Route 123 loop ramp to southbound I-95 with a signalized left turn, widening the southbound Route 123 ramp to southbound I-95 to two lanes, and widening and replacing the deck of the southbound I-95 bridge over Occoquan Road. At the start of construction, VDOT’s schedule called for the southbound I-95 work to finish in late 2027 and the full project in late 2028. Occoquan Road has had periodic weekend closures for the work, so check 511 Virginia before you drive.

Belmont Bay Redevelopment

On June 2, 2026, the Board of County Supervisors unanimously approved (6-0, with two members absent) Miller & Smith’s plan for 348 homes on just under 160 acres at Belmont Bay, next to the Occoquan Bay National Wildlife Refuge. The plan has three land bays, Marina Overlook, Taylor Point and Belmont Landing, with about 124 acres of open space planned across the property (about 74%). The two Belmont Bay HOAs have merged, and the HOA has said it plans to place the remaining former golf course land under a conservation easement. An earlier proposal had sought about 1,400 homes.

Approval sets what may be built; it is not a schedule. Ask about phasing if you are buying near the land bays. More on the neighborhood: Belmont Bay in the community comparison.

Potomac Shores VRE Station

The Potomac Shores station was first announced in 2014 and has been delayed several times as track plans in the corridor changed. The parking garage is built, and the Station House building broke ground in November 2024. VRE lists the station as in Final Design, and the platform itself still needs to be built. Until VRE schedules trains to stop there, use the Rippon or Quantico stations. See the Woodbridge commute guide.

H.L. Mooney Advanced Water Reclamation Facility

Prince William Water’s H.L. Mooney Advanced Water Reclamation Facility in Woodbridge treats up to 24 million gallons of wastewater a day and releases the treated water into Neabsco Creek. A facility-wide improvement program began construction in fall 2023 and is expected to be complete in spring 2028. It includes odor control upgrades, new headworks, clarifier and equalization basin work, and additional ultraviolet equipment. Prince William Water’s project page, updated October 7, 2026, says odor control improvements will continue through 2027 and that brief, localized odors may occur during tie-in work, with no impact to water or sewer service. Questions go to the project team listed on the Mooney improvements page.

OmniRide Route 51 and Route 94 Proposals

The Potomac and Rappahannock Transportation Commission held a public hearing on Thursday, October 15, 2026, from 4 to 6 p.m. at the Stonebridge parking garage, 2450 Neabsco Stream Drive. The proposals are:

  • Route 51 (Dumfries Local): discontinue it, with more peak trips on Routes 52 and 53 and an expanded microtransit zone.
  • Route 94 (Lake Ridge Connector): shorten it to run only between NOVA-Woodbridge and Tackett’s Mill, replacing the NOVA-Woodbridge to Rippon VRE segment with a new microtransit zone.

These are proposals, not decisions. Written comments closed at 5 p.m. on October 22, 2026. No decision has been posted, so the outcome is pending. OmniRide Local rides are fare-free until June 2027. Source: OmniRide hearing notice.

PW Digital Gateway (Western Prince William)

The Digital Gateway is a proposed data center corridor along Pageland Lane near Manassas National Battlefield, in western Prince William County, not in Woodbridge. According to the county’s August 5, 2026 update, after a July 29, 2026 Virginia Court of Appeals order the Board’s rezoning approvals are void and the properties revert to their prior zoning; the 2022 Comprehensive Plan Amendment remains in place because the court upheld it; and any new rezoning would have to go through the normal application process with Planning Commission and Board public hearings. Real Estate Assessments is reassessing the affected parcels. Source: Prince William County: PW Digital Gateway. For the Manassas side of the county, see Nikki’s Manassas, VA page.

How to Read a Development Notice

  • Comprehensive Plan designation: a long-range guide for land use. It does not by itself approve a project.
  • Rezoning or proffer amendment: the Board decision that sets what may be built and the conditions attached.
  • Special use permit: approval for a specific use on a specific site.
  • Site plan: the engineering plan that comes before construction. This is when timing becomes real.

Before you buy, Nikki can pull the cases near a specific address so you know what has been approved and what is only proposed.
