What happened at Waterford Square
Waterford Square’s board president, Steve Garver, said three current residents are expected to use the charger and two others already own electric vehicles. He called it a “long-term commitment” and added, “I think it’s the future.”
Property manager Hannah Baratz of Abaris Real Estate Management said she expects the charger to help resale value by giving future buyers a place to charge, or a reason to consider an EV.
$10,000: the Charge Up Fairfax grant that helped pay for the Waterford Square charger, plus county technical assistance.
How Charge Up Fairfax works
Charge Up Fairfax launched in 2023 to help homeowners associations and condo boards install charging in common areas. That is the hard part of EV ownership in shared communities. A detached-home owner can usually run a line to the garage. A condo owner with an assigned space across the lot needs the board to act.
The county provides grant money and technical guidance on the questions most boards have never handled, like electrical capacity, utility coordination and vendor selection. Not every community that enrolls ends up building. Nantucket Cluster in Reston received technical help but chose not to install, according to Alcorn’s office.
Who else has plugged in
Per the county’s Office of Environmental and Energy Coordination, as reported by FFXnow, completed projects include:
- Harpers Square Cluster, Reston (first in the county, late 2024)
- Penderbrook Community Association (four dual-port chargers, March 2025)
- Reflection Homes Association and Westwood Village (one dual-port charger each, May 2025)
- Midtown North Condominium (one dual-port charger, August 2025)
- Encore of McLean Condominium (four single-port chargers, January 2026)
Colonies at McLean, Pinewood Lake, Washington Plaza and Waterview Cluster are still working on theirs.
1,395 ports: public charging ports at about 369 locations in Fairfax County, mostly in Reston, Herndon and Tysons, per the county EV Readiness Strategy.
What this means for Reston condo and HOA owners
If you drive an EV, or expect to in the next few years, the charging setup at a building can matter as much as the parking space itself. Before you buy in a Reston condo or cluster, ask whether the community has chargers, whether the board has discussed them, and whether assigned spaces can get one. Meeting minutes and the resale package are the place to look. Our guide to condo documents to review before buying walks through what to read.
If you already own and want a charger, Waterford Square is a decent model: a few interested owners, a board willing to commit, and county help with cost and paperwork. Reston’s many clusters each have their own rules on top of Reston Association fees and rules, so start with your own board. Curious how amenities like this affect value?
