Quick Answer: Is Every Leesburg Address in the Town of Leesburg?
Last updated October 15, 2026
Quick answer: no. Leesburg is an incorporated town and the Loudoun County seat, but the Leesburg mailing area reaches well beyond town limits. Homes inside the town pay the Town of Leesburg real estate tax (17.74 cents per $100 of assessed value for tax year 2026) on top of Loudoun County’s $0.805 per $100, and they get town services such as curbside trash and recycling collection and the Leesburg Police Department. Homes outside the town pay county taxes only and rely on the county, an HOA or private providers for those services. Check any address in the Town of Leesburg GIS map portal.
For example, Morven Park, pictured here, has a Leesburg address but sat outside town limits when we checked the town’s GIS in October 2026.

How to Check Whether a Home Is in Town Limits
- Town map portal: enter the address in the Town of Leesburg GIS map portal. The town’s resident guide points residents here to confirm town limits.
- County parcel record: look up the parcel in the Loudoun County real estate tax, assessment and parcel database to see how it is taxed.
- Call the town: the town lists its Public Works Department, 703-771-2790, for confirming whether an address is inside town limits and eligible for town trash collection.
Don’t rely on the address format. Most in-town street addresses carry a NE, NW, SE or SW quadrant, but that is not proof. When we checked in October 2026, Revelstore Terrace NE in the Potomac Station area mapped outside town limits while nearby Potomac Station Drive mapped inside. Town boundaries can also change; the town annexed the Compass Creek area under a 2024 settlement with the county.
Water and Sewer: Town Utilities Inside and Outside Town
Town of Leesburg Utilities serves the town and some areas outside it. Under the voluntary settlement agreement with Loudoun County for the Compass Creek annexation, the county pays the town $2 million a year and the town charges out-of-town water and sewer customers the in-town rate, effective July 1, 2025. The town says the reduction stays in effect as long as both parties meet the agreement’s terms. Bills are quarterly.
The town’s Fiscal Year 2027 budget is the third year of a five-year utility rate plan adopted in 2024, and the town says the plan calls for a 4.1% increase in the average residential bill. Questions go to Utilities Customer Service at 703-771-2713.
Taxes: How the Town and County Rates Add Up
The Leesburg Town Council kept the real estate tax rate at 17.74 cents per $100 of assessed value when it adopted the FY2027 budget on March 24, 2026. Loudoun County’s Board of Supervisors kept the county rate at $0.805 per $100 when it adopted its FY2027 budget on April 7, 2026. For a home inside town limits, that adds up to about $0.98 per $100 of assessed value before any special district. Loudoun County assesses all property, including town property, and sends one combined bill.
The town also kept its personal property tax rate at $1 per $100 for FY2027, on top of the county’s vehicle rate of $3.09 per $100 for tax year 2026. Eligible older and disabled residents can qualify for relief; the county handles applications.
Services That Follow the Town Line
- Trash and recycling: the town contracts curbside collection of trash, recycling and yard waste for single-family homes, townhomes and some businesses within town limits. Outside town, Loudoun County does not offer collection; residents use an HOA contract or a permitted private hauler, or take trash to county facilities.
- Police: the Leesburg Police Department serves the town; the Loudoun County Sheriff’s Office serves unincorporated areas.
- Design review: exterior work in the town’s Old and Historic District needs a Certificate of Appropriateness. See our historic district guide.
- Recreation: Ida Lee Park Recreation Center charges lower resident rates to town residents.
- Elections: town residents also vote for Leesburg’s mayor and Town Council.
