Quick Answer: What Is Changing in and Around Leesburg?

Last updated October 15, 2026

Quick answer: as of October 15, 2026, the biggest road change on the calendar is Loudoun County’s Route 15 North widening from Battlefield Parkway to Montresor Road, with construction scheduled from winter 2027 to winter 2030. The town’s two Route 15 Bypass interchange projects (Edwards Ferry and Fort Evans roads, and Battlefield Parkway) are designed in part but not funded for construction. At Leesburg Executive Airport, the FAA issued its environmental finding for a permanent control tower in March 2026, with completion estimated for spring 2029 if federal and state funding arrives. The town closed on Rock Spring Farm in May 2026, and the Dulles Greenway’s latest toll increase request is still before the State Corporation Commission.

Status labels: Proposed means no final approval; Approved means a decision is on record but construction has not started; Under construction means work is happening; Complete means done.

Route 15 North Widening

Loudoun County is widening Route 15 from two to four lanes between Battlefield Parkway and Montresor Road. The plan includes a Continuous Green T intersection at North King Street so northbound Route 15 traffic can keep moving, an updated signal at Whites Ferry Road, a two-lane hybrid roundabout at Montresor Road, a realigned Limestone School Road, and shared use paths along the west side of Route 15 from Tuscarora High School to Montresor Road and along Whites Ferry Road.

The county’s estimated timeline lists design completion in summer 2026, right of way from spring 2026 to winter 2027, utility relocation from fall 2026 to winter 2029, contractor procurement in fall 2026 and construction from winter 2027 to winter 2030. Details: Loudoun County project page.

Route 15 Bypass Interchanges

Edwards Ferry Road and Fort Evans Road (proposed): the town plans a new grade-separated interchange to replace the two signals on the Route 15 Bypass at Edwards Ferry Road and Fort Evans Road, near the outlets and other large retail centers. The town’s latest posted update says 60% field inspection plans are complete and it is looking for additional funding; start and completion dates are TBD. Town project page.

Battlefield Parkway (proposed): the town council endorsed a double roundabout with at-grade pedestrian crossings, and VDOT approved the Interchange Access Report in April 2024. The town says detailed design and the environmental assessment will not start until more funding is awarded, and it has asked the county for construction money. Town project page.

South King Street at the Route 7/15 Bypass (proposed): the town is studying improvements to this older interchange, including sidewalks connecting newer neighborhoods to downtown. As of July 28, 2026, traffic data was being collected. Town project page.

Leesburg Executive Airport Control Tower

Leesburg Executive Airport is owned by the Town of Leesburg. Air traffic control there ran through the FAA’s remote tower program from 2018 until the FAA ended it in June 2023, and a temporary tower has operated since. The town plans a permanent tower; the FAA issued its final Finding of No Significant Impact for the environmental assessment as of March 3, 2026. The town’s project page lists an estimated completion of spring 2029, contingent on funding from the FAA and the Virginia Department of Aviation, which are expected to cover about 98% of design and construction costs. Town project page.

Buying near the airport? Visit at different times of day, and note that the town lists a way to report aircraft noise or operation concerns.

Downtown: Church & Market and Rock Spring Farm

Church & Market (approved): the mixed-use project on the former Loudoun Times-Mirror site at 9 E. Market St. was approved in 2019 and amended in 2020. In June 2025 the town council approved a minor special exception allowing up to 149 or 167 apartments, including seven affordable dwelling units, with commercial office space reduced to 1,500 square feet. Council members raised concerns about construction delays at that meeting; we could not find a published completion date. Source: Loudoun Now, June 11, 2025.

Rock Spring Farm (complete): the town closed on the 13.08-acre property at 329 Loudoun Street SW on May 22, 2026, for $5.775 million. The farm is in the Old and Historic District, is listed on the National Register of Historic Places and the Virginia Landmarks Register, and includes the sledding hill locals call Meadow Hill. The town council will discuss future uses at a later work session, and the property is not open to the public in the meantime. Town news release.

Rules and Rates: Zoning, Utilities, Tolls and Data Centers

  • Zoning Ordinance rewrite (proposed): the town is replacing its Zoning Ordinance to carry out the Legacy Leesburg Town Plan adopted in 2022. The Planning Commission held its public hearing on April 16, 2026; we did not find a report of Town Council adoption as of October 15, 2026. Project page.
  • Out-of-town utility rates (complete): under the Compass Creek annexation settlement, the county pays the town $2 million a year and the town charges out-of-town water and sewer customers in-town rates, effective July 1, 2025. Town page.
  • Dulles Greenway tolls (proposed increase): the operator has asked the SCC to raise the peak toll for most cars from $5.80 to $6.75 and the off-peak toll from $5.25 to $5.60. Loudoun County opposes the request. County Greenway page.
  • Data centers (county rules in progress): Loudoun County ended by-right data center development in 2025, so new proposals need a special exception with a public hearing, and it expects to finish its data center standards and locations project in spring or summer 2027. County data center page.

How to Read a Development Notice

  • Town Plan: a long-range guide. It does not approve a project on its own.
  • Rezoning or special exception: the town council or county board decision that sets what may be built.
  • Site plan: the engineering plan that comes before construction. This is when timing becomes real.
  • Funding: many road projects have approved designs but no construction money. Check the project page for a start date before you count on a project.
