Del Ray History and Overview

Two 1894 subdivisions became a town. Ohio developers Wood and Harmon platted St. Elmo and Del Ray in 1894, north of Alexandria’s city limits at the time. In 1908 the two were incorporated as the Town of Potomac, with its own mayor, council, and police and fire service.

Built around trains and trolleys. Residents rode the Washington, Alexandria and Mount Vernon electric railway, which had several stops along Commonwealth Avenue, to jobs in Alexandria and Washington. Others walked to Potomac Yard, the rail switching yard that opened in 1906; the city notes that at one time a third of the town’s residents walked to work there.

Annexed in 1930. Alexandria annexed the Town of Potomac in 1930 and the town ceased to exist. Its town hall and firehouse site is today’s Fire Station 202 at 213 E. Windsor Ave., and Del Ray celebrated the town’s 100th anniversary in 2008.

A National Register district. The Town of Potomac Historic District was added to the Virginia Landmarks Register in 1991 and the National Register of Historic Places in 1992. It takes in six subdivisions: Del Ray, Del Ray II, St. Elmo, Abingdon, Hume and parts of Mt. Vernon. The city notes that National Register districts are not regulated by its Historic Preservation department, so Del Ray has no Board of Architectural Review (BAR) review. For how Del Ray compares with Old Town, Potomac Yard and the West End, see Alexandria neighborhoods compared.

  • Zoning for Housing (in effect, under appeal): adopted in November 2023 and upheld by the circuit court in November 2025; the plaintiffs have appealed. It allows more than one home on many lots that were single-family only.

Del Ray Taxes, Fees and Parking

  • Real estate tax: the City of Alexandria’s calendar year 2026 rate is $1.135 per $100 of assessed value, billed in two halves; the first half was due June 15, 2026 (city notice). City bills also carry a stormwater utility fee and, for homes on city trash collection, a refuse fee.
  • HOA or condo dues: they depend on the property. If a home is in an association, read the resale packet, budget, reserves and rules before your review period ends.
  • Parking: many blocks near Metro and in Old Town are in Residential Permit Parking (RPP) districts, where cars without the district permit face 2- or 3-hour limits posted on each block. Check the block on the city’s parking restrictions and districts page and its interactive parking map. Metered parking in most locations is $2.75 an hour since July 1, 2026.

Del Ray Buyer Due-Diligence Checklist

  • Historic status: Del Ray is a National Register district, not a local BAR district, so most exterior changes need only regular city permits. See the city’s historic preservation page if a specific building is a designated 100-year-old building.
  • What could be built next door: check the city’s Zoning for Housing page for current rules on the block.
  • Flood zones: look up the parcel on FEMA’s Flood Map Service Center and ask the seller about water in the basement.
  • Aircraft noise: some blocks are near Reagan National’s river flight paths; check the address on MWAA’s WebTrak portal.
  • Older systems: consider a sewer camera inspection and ask for permits on past additions and finished basements.
  • Taxes and parking: see the city tax rate and parking notes above.

When we decided to sell our home, we spent several weeks analyzing the data available on the top selling agents in our area. We narrowed our options down to a short list of three. During a series of face-to-face interviews Nikki Lagouros quickly emerged as the front-runner and also the best choice for our family. Here are a few highlights from our experience. Nikki is an extremely adept listener. She was completely respectful of our personal priorities in the selling process. From start to finish Nikki did not pressure or disregard us. Throughout the process Nikki's response time was exceptional. Initially, she was the only realtor that personally answered the phone. (All others went to voicemail.) From that time on, Nikki responded within 2 hours of a reach from one of us. When she was going to be unable to respond in that timeframe she told us beforehand. Nikki put together a shared document with detailed timelines and expectations for all parties involved in our sale, including us. Then she managed all parties. We did not have to inquire once about expectations or timeframes. Nor did her team ever fail to deliver by the timeline set. Nikki is smart! and current in the strategies she used to help position our house to sell. For instance, she is adept at employing the emerging online marketing strategies related to selling homes. Additionally, she increased the strength and personal feel to the narrative describing our home by inviting us to help craft it. Finally, Nikki's team is like her~ each member is committed, focused, respectful, kind and highly relational. They were fun to be around; a rarity when selling a home. We had multiple offers and sold quickly! From start to finish Nikki Lagouros exceeded our expectations. We encourage anyone looking to sell (in Brambleton especially) to consider her as well!

We were looking for a realtor that truly understood our local market, and could help us navigate the home sale process. Well, we discovered that they don’t call Nikki “The Best Reston Agent” for no reason! She made some recommendations for a few updates. She then provided us with trusted contacts to take care of everything for us. We appreciated that she even had someone on her team to handle everything with our HOA, and to help stage our home! The photos were beautiful! We had several offers by day 2 of going live. We feel blessed because Nikki and her team went well above and beyond our expectations. We highly recommend her!

When you don't know anyone in the area, you hope to find someone as great as Nikki. I had to quickly get from TX to VA to take care of family matters and part of that was unexpectedly selling a family home. I'm a particular person when it comes to getting results, so after putting out an agent form in local Reston groups, getting tons of submissions, and narrowing it down to 5 interviews, I was happy to encounter Nikki. Her degrees in Consumer Psychology and Marketing sold me. As much I appreciate over-communication, I appreciate results more - and she made it happen. We were thrilled with the outcome, the multiple offers, and the ease that she created for us since we had to be back in Texas before the home even hit the market. She, Laura, and George took care of everything in a timely manner, keeping me updated on relevant changes, and providing all the info upfront so I could make a decision quickly without having to ask additional questions. She's #1 for a reason. Her strategy is top notch, her staging is stunning, and her recommendations are trustworthy. I'll recommend her to anyone I know needing an agent in the area. Thank you for being amazing, Nikki.

Working with Nikki was nothing short of amazing 🙌 From day one, her knowledge and guidance were unmatched. We originally planned to buy new construction in Woodbridge, but decided to wait and purchase locally in the Springfield/Alexandria area later this year—and Nikki supported us every step of the way. Even in a short time, she proved she truly cares and always puts her clients first 💯 Come August… we’re coming back and closing our dream home with her 🏡✨ Stay tuned 👀 And thank you, Nikki—we’re blessed to have found you!

We cannot say enough great things about Nikki and her team! From initial contact all the way through signing closing documents and receiving our keys, Nikki was fantastic in our home buying journey. She took the time to listen to every single concern, no matter how small. As we were new to the area, she patiently showed us not only property listings, but the highlights that the various neighborhoods had to offer. When it came time to put in an offer, Nikki ensured we stayed competitive the whole way through, fighting for us (oh, and we got the house). Call Nikki!! You will not regret it.
