Rosemont History and Overview
A planned trolley suburb. According to the Virginia Department of Historic Resources, investors from Washington, Alexandria and Philadelphia developed Rosemont between 1908 and 1914. The houses were built near the trolley line so residents could work in Washington and live in a suburban setting.
The streetcar on Commonwealth Avenue. The Washington, Alexandria and Mount Vernon electric railway ran up Commonwealth Avenue with several stops, which the city credits with encouraging the growth of Rosemont, Del Ray and St. Elmo. Service between Alexandria and Washington ended on April 9, 1932.
Next to the station. Alexandria Union Station, built in 1905 in the Colonial Revival style with Federal details, sits at Rosemont’s edge on Callahan Drive and still serves Amtrak and VRE. The George Washington Masonic National Memorial on Shooter’s Hill was dedicated on May 12, 1932.
A National Register district. The Rosemont Historic District, about 84 acres, was added to the Virginia Landmarks Register on Dec. 11, 1991 and the National Register of Historic Places on Sept. 24, 1992. The city describes it as an unusually intact example of an early 20th-century middle-class trolley suburb. Rosemont is not a local historic district, so the Board of Architectural Review does not review exterior changes here unless a building has been designated a 100-year-old building.

| Where is “Rosemont Park”? | Neighbors mention the parks | The city’s park list has no park named Rosemont Park. Beach Park (201 Rucker Pl.) and Hooff’s Run Park and Greenway serve the neighborhood, and both have been adopted by Rosemont civic groups. |

Local insider cards:
- A 1954 neighborhood project: the Rosemont Civic Association’s first task in 1954 was building a park and playground behind Maury School, later renamed Beach Park for principal Lillian Beach.
- A textbook of house styles: the state register calls Rosemont’s more than 450 houses a textbook of the era’s middle-class architecture.
- A 1905 gateway: Union Station was designed by the Pennsylvania Railroad’s chief engineer’s office in Philadelphia.
- A lighted greenway: Hooff’s Run Park and Greenway runs parallel to Commonwealth Avenue from Rosemont Avenue to King Street.

What’s Being Built Near Rosemont
Status as of October 15, 2026. Full list in the Alexandria development tracker.
- Hooffs Run Culvert Bypass (in design): a flood mitigation project along the Hooffs Run and Timber Branch culverts, including a possible large new storm pipe under Russell Road. The city’s project page, last updated in January 2024, projected construction from 2026 to 2028; check Flood Action Alexandria for current status.
- Duke Street Transitway (approved concept, in design): more than four miles of bus rapid transit lanes from King Street-Old Town Metro west to the Fairfax County line; final design is expected by fall 2027.
- Zoning for Housing (in effect, under appeal): allows more than one home on many lots that were single-family only; the plaintiffs appealed the November 2025 ruling that upheld it.
Rosemont Taxes, Fees and Parking
- Real estate tax: the City of Alexandria’s calendar year 2026 rate is $1.135 per $100 of assessed value, billed in two halves; the first half was due June 15, 2026 (city notice). City bills also carry a stormwater utility fee and, for homes on city trash collection, a refuse fee.
- HOA or condo dues: they depend on the property. The historic district is mostly houses (the state register counts more than 450 residences), while condo buildings along King Street and Commonwealth Avenue have associations; read the resale packet before your review period ends.
- Parking: many blocks near Metro and in Old Town are in Residential Permit Parking (RPP) districts, where cars without the district permit face 2- or 3-hour limits posted on each block. Check the block on the city’s parking restrictions and districts page and its interactive parking map. Metered parking in most locations is $2.75 an hour since July 1, 2026.
Rosemont Buyer Due-Diligence Checklist
- Historic status: Rosemont is a National Register district, not a local BAR district. Check the city’s Historic Preservation Map viewer to see whether the specific building is a designated 100-year-old building, which would bring BAR review.
- Storm flooding: look up the parcel on FEMA’s Flood Map Service Center, ask the seller about past water in the basement, and check the Hooffs Run Culvert Bypass project for work near the street.
- What could be built next door: see the city’s Zoning for Housing page.
- Parking near the station: confirm the RPP district and whether the house has off-street parking.
- Century-old houses: budget for older roofs, wiring and plumbing, and ask for permits on past renovations.

We feel incredibly fortunate to have had Ms. Nikki Lagouros help us sell our home. Recommended by our financial advisor, she stepped in when we decided to move on relatively short notice. Her marketing strategy was top-notch—professional photography and a well-priced listing led to the most rewarding outcome: five offers in just five days! She spent countless weekends meeting me to tour different properties, always making time for me and never making me feel rushed. She was incredibly patient throughout the entire process, answering my endless questions and helping me navigate every decision with confidence. Her dedication, honesty, and genuine care made what could have been a stressful experience so much easier. I’m so grateful for all of her hard work and support. When we decided to sell our home, we spent several weeks analyzing the data available on the top selling agents in our area. We narrowed our options down to a short list of three. During a series of face-to-face interviews Nikki Lagouros quickly emerged as the front-runner and also the best choice for our family. Here are a few highlights from our experience. Nikki is an extremely adept listener. She was completely respectful of our personal priorities in the selling process. From start to finish Nikki did not pressure or disregard us. Throughout the process Nikki's response time was exceptional. Initially, she was the only realtor that personally answered the phone. (All others went to voicemail.) From that time on, Nikki responded within 2 hours of a reach from one of us. When she was going to be unable to respond in that timeframe she told us beforehand. Nikki put together a shared document with detailed timelines and expectations for all parties involved in our sale, including us. Then she managed all parties. We did not have to inquire once about expectations or timeframes. Nor did her team ever fail to deliver by the timeline set. Nikki is smart! and current in the strategies she used to help position our house to sell. For instance, she is adept at employing the emerging online marketing strategies related to selling homes. Additionally, she increased the strength and personal feel to the narrative describing our home by inviting us to help craft it. Finally, Nikki's team is like her~ each member is committed, focused, respectful, kind and highly relational. They were fun to be around; a rarity when selling a home. We had multiple offers and sold quickly! From start to finish Nikki Lagouros exceeded our expectations. We encourage anyone looking to sell (in Brambleton especially) to consider her as well!Posted on Google

We were looking for a realtor that truly understood our local market, and could help us navigate the home sale process. Well, we discovered that they don’t call Nikki “The Best Reston Agent” for no reason! She made some recommendations for a few updates. She then provided us with trusted contacts to take care of everything for us. We appreciated that she even had someone on her team to handle everything with our HOA, and to help stage our home! The photos were beautiful! We had several offers by day 2 of going live. We feel blessed because Nikki and her team went well above and beyond our expectations. We highly recommend her!Posted on Google

She was incredibly responsive from day one—always quick to answer questions, provide updates, and guide us through the entire process with clear communication and genuine care. What really set her apart was her amazing team. From the professional photography that made our home look its absolute best to the expert staging that transformed the space, everything was executed flawlessly. The attention to detail was impressive and definitely contributed to a smooth and successful sale. We highly recommend her and her team to anyone looking to buy or sell. When you don't know anyone in the area, you hope to find someone as great as Nikki. I had to quickly get from TX to VA to take care of family matters and part of that was unexpectedly selling a family home. I'm a particular person when it comes to getting results, so after putting out an agent form in local Reston groups, getting tons of submissions, and narrowing it down to 5 interviews, I was happy to encounter Nikki. Her degrees in Consumer Psychology and Marketing sold me. As much I appreciate over-communication, I appreciate results more - and she made it happen. We were thrilled with the outcome, the multiple offers, and the ease that she created for us since we had to be back in Texas before the home even hit the market. She, Laura, and George took care of everything in a timely manner, keeping me updated on relevant changes, and providing all the info upfront so I could make a decision quickly without having to ask additional questions. She's #1 for a reason. Her strategy is top notch, her staging is stunning, and her recommendations are trustworthy. I'll recommend her to anyone I know needing an agent in the area. Thank you for being amazing, Nikki.Posted on Google

Working with Nikki was nothing short of amazing 🙌 From day one, her knowledge and guidance were unmatched. We originally planned to buy new construction in Woodbridge, but decided to wait and purchase locally in the Springfield/Alexandria area later this year—and Nikki supported us every step of the way. Even in a short time, she proved she truly cares and always puts her clients first 💯 Come August… we’re coming back and closing our dream home with her 🏡✨ Stay tuned 👀 And thank you, Nikki—we’re blessed to have found you!Posted on Google

We cannot say enough great things about Nikki and her team! From initial contact all the way through signing closing documents and receiving our keys, Nikki was fantastic in our home buying journey. She took the time to listen to every single concern, no matter how small. As we were new to the area, she patiently showed us not only property listings, but the highlights that the various neighborhoods had to offer. When it came time to put in an offer, Nikki ensured we stayed competitive the whole way through, fighting for us (oh, and we got the house). Call Nikki!! You will not regret it.Posted on Google
