Quick Answer: What Is Being Built in Alexandria?

Status as of October 15, 2026.

Quick answer: the biggest job under way is WestEnd on the former Landmark Mall site, where Inova’s new 192-bed hospital topped out in April 2026 and is expected to open in late 2028. In Old Town North, City Council approved the first phase of the former power plant redevelopment and a $135 million financing deal on June 13, 2026. JBG Smith’s 640-unit plan for southern Potomac Yard was approved in December 2025, the Old Town waterfront flood project is in design with construction expected to start in 2027, and City Hall and Market Square are closed for renovation.

“Approved” means a City Council or agency decision is on record; it does not mean construction has started. Back to the Living in Alexandria, VA guide.

The Old Town North Power Plant Site

The Potomac River Generating Station closed in 2012, and HRP Group bought the site in 2020. On Saturday, June 13, 2026, City Council unanimously approved the first phase (Blocks B and C) of the six-block, 19-acre plan, with mixed-use apartment and retail buildings, more than 10 acres of public open space and the reuse of an old pump house, plus a 30-year, $135 million tax increment financing deal for public infrastructure. HRP Group has said deconstruction could begin as early as 2027 and take up to 20 months. See the city’s project page.

Potomac Yard After the Arena

The city ended negotiations on the proposed Capitals and Wizards arena on March 27, 2024. In December 2025 City Council approved JBG Smith’s 640-unit plan for southern Potomac Yard, with a mixed-use residential building, an affordable housing building and townhouses; JBG Smith said it expected to begin site plan submissions in early 2026. Virginia Tech’s first Innovation Campus building opened in 2025, and the Potomac Yard Metro station has been open since May 19, 2023.

The Waterfront Flood Mitigation Project

The Old Town waterfront floods often: city data reported by ALXnow counted 227 flooding events at the Prince Street level from January to October 2025, against a 20-year average of 145. The original plan called for a pump station in Waterfront Park, but the National Park Service declined to allow it in early 2026. In March 2026 City Council chose an enhanced gravity storm sewer system instead, replacing old pipes with a larger drainage system with valve vaults and outfalls, and approved the plan on June 13, 2026. The city tested utility locations near King Street, The Strand and Union Street in July 2026, and on Oct. 7, 2026 it took designs for a new bulkhead, a riverside walkway and brick paving on the unit and 100 blocks of King Street to the Board of Architectural Review. A June 2026 presentation projected final design by winter 2026 or spring 2027 and construction starting in summer or fall 2027. More in our Old Town BAR and flooding guide.

Duke Street

The Duke Street Transitway will add more than four miles of bus rapid transit lanes between the King Street-Old Town Metro station and the Fairfax County line near the WestEnd site. City Council approved the concept design on June 27, 2023, the city expects final design by fall 2027, and NVTA voted on July 9, 2026 to add $15 million, bringing its funding to $102 million of the $102.5 million cost. A separate Duke Street Land Use Plan, which could allow taller buildings and more housing along the corridor, was still in draft as of the city’s May 26, 2026 update. See Duke Street in Motion.

City Hall and Market Square

City Hall at 301 King Street and Market Square closed in early 2026 for a renovation of the building, the plaza and the parking garage expected to take about two years. Council meetings moved to 4850 Mark Center Drive, and the Saturday farmers’ market moved to the 100 block of N. Royal St. and the Tavern Square courtyard on Jan. 10, 2026. The Market Square garage is closed during the work.
