Quick Answer: How Do Leesburg-Area Neighborhoods Differ?

Last updated October 15, 2026

Quick answer: the biggest difference between Leesburg neighborhoods is whether a home sits inside the Town of Leesburg or only has a Leesburg mailing address. When we checked addresses in the Town of Leesburg GIS map portal in October 2026, the Old and Historic District, Exeter and most of Potomac Station fell inside town limits, while Lansdowne, River Creek and Raspberry Falls fell outside, in unincorporated Loudoun County. Inside town, owners pay a Town of Leesburg real estate tax (17.74 cents per $100 for tax year 2026) on top of Loudoun County’s $0.805 per $100, and they get town trash pickup, town police and town water and sewer. Outside town, the county handles services and an association often fills in the rest.

Associations differ too. Lansdowne on the Potomac publishes its amenities on its own website. We could not find public websites for the Potomac Station, River Creek or Raspberry Falls associations, so the resale packet is the place to confirm dues, rules and amenities for those.

Town limits checked in the Town of Leesburg GIS map portal in October 2026. Boundaries can split a neighborhood, so check the exact address. Dues and rules change; always read the resale disclosure packet for the property.

The Old and Historic District: Downtown Leesburg

Downtown Leesburg grew around the Loudoun County courthouse; the Virginia General Assembly established the town in 1758, and Leesburg has been the county seat since 1757. The Leesburg Historic District was listed on the Virginia Landmarks Register and the National Register of Historic Places in 1970, and its boundary was enlarged in 2002. Homes range from 18th- and 19th-century row houses and frame houses to early 20th-century homes on side streets.

The town’s Old and Historic District zoning overlay is what affects owners day to day. The town requires a Certificate of Appropriateness for all exterior alterations in the district, including in-kind replacement of materials. Staff can approve some small items, such as paint colors and in-kind roof replacement; larger work, such as additions, window replacement and demolition, goes to the Board of Architectural Review. Details are in our historic district guide.

What to know before buying here:

  • Budget time for design review before you plan exterior changes, and ask the seller for any past Certificates of Appropriateness.
  • Older houses can have original wiring, plumbing and foundations; plan for a thorough inspection.
  • Parking can be on-street or in town garages; check what comes with the property.
  • Look up the parcel on FEMA’s flood map before you buy.

Exeter: In-Town Living on the North Side

Exeter sits on the north side of Leesburg, inside town limits, so owners pay town taxes and receive town services such as curbside trash collection. The neighborhood association posts community updates on its own site, including notices about the county’s Route 15 North widening project nearby.

What to know before buying here:

  • Confirm the association dues and any sub-association fees in the resale packet.
  • Route 15 North widening between Battlefield Parkway and Montresor Road is scheduled for construction from winter 2027 to winter 2030; see the development tracker.
  • Check school assignment for the exact address in the LCPS locator.

Potomac Station: Check the Street, Not Just the Name

Potomac Station is a large planned neighborhood on the east side of Leesburg, near Route 7 and Battlefield Parkway. When we checked the town’s GIS in October 2026, Potomac Station Drive and Edmonton Terrace fell inside town limits, but Revelstore Terrace NE did not. That means two homes marketed under the same neighborhood name can have different tax bills and services. We could not find a public website for the association.

What to know before buying here:

  • Look up the exact address in the town’s map portal and the county’s parcel database.
  • Ask for the association resale packet to confirm dues, amenities and rules.
  • Homes near Route 7 can hear highway traffic; visit at rush hour.

Lansdowne on the Potomac: A Leesburg Address Outside Town

Lansdowne is a planned community in unincorporated Loudoun County east of Leesburg, between Route 7 and the Potomac River. Its HOA lists an indoor pool open year-round, two outdoor pools, the Potomac Club community center with a fitness center, tennis and pickleball courts, five play areas, an outdoor amphitheater and walking trails. The HOA says home internet and digital TV are included in the monthly assessment. Addresses here use Leesburg or Lansdowne with the 20176 ZIP code.

What to know before buying here:

  • No Town of Leesburg real estate tax applies, but county taxes do.
  • Confirm the current assessment and what the telecom package includes before you compare dues with other neighborhoods.
  • Trash service comes through the HOA or a private hauler rather than the town; confirm which.

River Creek: Golf Course Community East of Town

River Creek is a golf course community east of Leesburg, off Route 7, outside town limits. Owners pay county taxes but not town taxes. The golf club and the owners association are separate organizations, so membership costs and association dues are separate questions. We could not find a public website for the owners association.

What to know before buying here:

  • Ask for the resale packet and any club membership requirements or fees in writing.
  • Check FEMA flood maps for lots near the river or creeks.
  • Confirm trash, water and sewer providers for the address.

Raspberry Falls: North on Route 15

Raspberry Falls is a golf course community north of Leesburg along Route 15, outside town limits. Route 15 North is the main way in and out, and the county’s widening project between Battlefield Parkway and Montresor Road is scheduled to be built from winter 2027 to winter 2030. We could not find a public website for the association.

What to know before buying here:

  • Expect Route 15 construction during the commute window for several years; check the county’s project page.
  • Ask whether the home is on public water and sewer or on a well and septic system, and inspect accordingly.
  • Read the association documents for dues, architectural rules and common area maintenance.

Lansdowne uses Leesburg or Lansdowne mailing addresses with the 20176 ZIP code, but it is in unincorporated Loudoun County, outside the Town of Leesburg. Owners pay county taxes, not town taxes.

Is River Creek in the Town of Leesburg?

No. River Creek is outside town limits in unincorporated Loudoun County, even though its homes have Leesburg mailing addresses.
